The preliminary budget sets the millage rate at 20.7057, an increase of 0.6226 mills from the current rate.
Business manager George Ioannidis stressed that the budget needed to be passed due to state legislation, but that the proposed millage rate increase was not definite.
Nelson Brenneman, chair of the North Codorus Township Board of Supervisors, addressed the board on the issue of taxes.
"There are 150 homes sitting empty in the township," with more people likely to move as soon as the market recovers because of high taxes.
He implored the board to consider holding the line on taxes.
