Police charged Malcolm M. Bull, 18, and Shamar A. McCowin, 23, with homicide, robbery and conspiracy for the shooting in the 400 block of West Princess Street, according to a news release.
Police said at the time of the incident that Green had been carjacked and died at York Hospital from his injuries.
Investigators are still looking for McCowin of the 200 block of South Penn Street. McCowin was previously wanted for questioning in connection with the Oct. 8 fatal shooting of Denzel Turane, 18, police said. Two other teenage girls suffered gunshot wounds at the time.
Bull is in York County Prison after police arrested him Tuesday on an attempted homicide charge for the Nov. 5 shooting of Ronald Rhoades in York, police said.
Rhoades, 24, of York, was hit with two small-caliber bullets, at Roosevelt Avenue and Lincoln Street about 12:24 p.m. He was struck in the back of the head and left calf, according to charging documents.
